Siloed Initiatives
Programs run independently, with no unified national view of development activity.
Egypt's sovereign digital public infrastructure for verified impact. MASAREEN turns fragmented development activity into trusted evidence, measurable outcomes and national value.

Egypt's development ecosystem has real energy across ministries, universities, NGOs and the private sector, but achievements stay scattered across spreadsheets, social posts and manual reports.
Programs run independently, with no unified national view of development activity.
Success is counted in budget spent or attendance, not in real social return.
Narrative reports and photo folders in inconsistent formats delay decisions.
Volunteering, training and civic work leave no cumulative, verified record for employability.
Claims lack auditable evidence trails, lowering public and international confidence.
LMS, volunteer tools and grant portals were never built to answer cumulative national impact.
Activity says what was done. Attestation proves what was achieved, where, by whom, and with what evidence.
Program & tasks
Field work, offline-ready
Geotagged, timestamped
AI checks + human review
Confidence-scored record
Passport, media, policy
Core principle: if something cannot be verified, it cannot become a trusted national record.
MASAREEN is about making that work visible and believable. Three illustrative scenarios from the briefing documents:
“I taught literacy classes, joined a tree-planting day and helped at a health campaign. All I have are three certificates and a WhatsApp group.”
“Signal is weak in the villages. I write everything on paper, then spend weekends typing it into spreadsheets for head office.”
“After a campaign I need numbers I can defend on air today, not a PDF that arrives in three weeks.”
These people are illustrative composites used to explain the platform, not real users or testimonials.
Three small simulations based on the feasibility study's evidence rules. Everything runs in your browser; nothing is uploaded or stored.
Example claims for illustration only.

A sample, not a real credential. In the real system each line links to reviewed evidence, and you decide who can see it.

The mobile app connects to the MASAREEN platform: build your impact feed, share evidence with photos and video, and track verification, all in English or Arabic.
Post updates with text, photos and video; video is transcoded for smooth playback.
Find and join programs, projects and learning paths.
Submit evidence, follow review status and keep your verified impact in one profile.
See your balance and get notified when something is verified or needs your attention.

Not another app: shared, verifiable, reusable infrastructure, doing for development evidence what digital identity does for people and digital payments do for transactions.

Less manual impact-reporting effort
Active verified passports at national deployment
Active multi-stakeholder collaborations

Verified story packs for priority initiatives
A staged, evidence-gated 36-month path. No national rollout before the pilot proves that evidence can be captured, verified, trusted and reused.
Ministerial mandate, steering council, legal review, data governance charter, pilot sectors, architecture and procurement plan.
Agriculture/rural development and youth programs in 3–5 governorates: identity prototype, field app, evidence vault, initial dashboards and independent audit.
Education, environment, health and CSR modules; 15-governorate expansion; marketplace beta; media evidence desk.
Nationwide rollout, full command center, SDG reporting automation, interoperability APIs and a national communication program.
Exportable model, regional partnerships, Arabic impact standards and international donor interoperability.
Each priority becomes a measurable workflow: objective, program, task, evidence, verification, outcome and public communication.
Impact Passport records verified skills and employer-relevant competencies
Evidence vault, audit logs and confidence scores for every claim
API-first infrastructure with AI-assisted assurance and open standards
Governorate dashboards reveal participation gaps and geographic equity
Geotagged before/after evidence with SDG-linked indicators
Marketplace links verified talent to jobs, grants and CSR investment
No. It is a pilot proposal (June 2026). The feasibility study recommends a 12-month sovereign pilot in agriculture/rural development and youth empowerment, with stop/go gates, before any national rollout. Numbers on this page are targets, not results.
It is designed not to be. Data is minimized, consent is recorded, people can correct or export their records, and sensitive evidence has restricted access. The study lists “not a surveillance system” as an explicit design requirement.
No. AI flags missing evidence, duplicates and unusual patterns. For funding, reputation, jobs and public recognition, a human makes the final call, scoring is explainable, and people can appeal.
The proposal is sovereign: Egypt owns the platform logic, impact taxonomy, evidence standards and dashboards, hosted on national or regionally controlled infrastructure, with open APIs and data portability so there is no vendor lock-in. Individuals control what their passport shares.
Arabic-first design, low-bandwidth mode, offline capture with later sync, assisted submission through universities, youth centers and NGOs, and non-digital fallbacks, so exclusion doesn't become a hidden cost.
Send us a short note using the form below. Pilot partners are expected to include a lead ministry, selected governorates, universities, NGOs, CSR partners and independent verifiers.
MASAREEN moves Egypt from activity reporting to verified impact attestation, turning national development into trusted social and economic value.
